Curated subject filters, each backed by enough coverage to answer a question and paired with the signals that sharpen it.
Why this list is short
The index carries several thousand topic identifiers, and most are internal taxonomy — actor categories, crisis-lexicon buckets, development-sector codes. They work well for retrieval and badly as a browse surface: nobody searches for the identifier, and a page named after one would rank for nothing.
So this is an allowlist. A topic appears when it maps to something people
actually look for and carries enough coverage to sustain an answer. Every other
identifier remains queryable — topic= accepts any value the API
returns, listed here or not.
