piece about India filed from London is in scope and a India outlet writing
about somewhere else is not. To filter by where the publisher is based, use
publisher_country instead, and combine the two when you want domestic

What this market is best for
Best for domestic policy, agriculture, state-level politics and the consumer economy, where the depth in regional languages has no English equivalent. Weakest if queried only in English, which returns a summary layer written for a different audience. This is the market where language choice changes the answer most. State-level reporting deserves particular attention: administration, land, water and industrial policy are decided by states rather than centrally, and the reporting that matters is produced in the state language by titles with no English edition at all. A query about Indian policy that returns only national English coverage has usually missed the level of government that actually decides the thing being asked about.
